planting flower gardens?

I'm planting a flower garden and I heard about putting down newspapers to stop the weeds, how is this done?

1. Gently dampen the newspaper and lay flat on the ground. Then carefully break a small hole to plant your flowers through. Then cover the newspaper with mulch as a cosmetic coverup.
2. You have to kill the weeds first. Use roundup, but let the ground sit for several days to make sure the roundup is completely gone before planting anything. Then I use the black landscaping fabric or newspapers over the dead weeds. Remember thought you need to pull weeds reguarly so they don't get estabilished.
