  1. Vet.
  2. Since he is allowed to "free Range" he may have internal Parasites(worms)> The best thing to do is worm him regularly. I use Piperazine on my herd 2X a year. You put it in their water. About 1 Teaspoon per 32 ounces of water. Having worms will keep a rabbit from gaining weight. You can also add some "supplements" to his pellets. Mix in oats(regular oatmeal) and black oil sunflower seeds and regular soup barley. About 1 teaspoon of each to a cup of pellets. The barley will especially help build muscle on the rabbit.
  3. put him in a cage, so he has less room to exercise. give him all you can eat pellets and hay. this should make him gain more weight. when he is big enough, you can let him go in the yard again.
