  3. Look for "seed exchanges." Most are not free because it takes money to keep the web page up, but its your best bet of finding "free" seed. Sometimes you will find bargain priced seeds, but these are often too old to germinate well. Your best source of free seed is from someone you know who has a garden and saves their own seed. You don't really need a lot of plants for many of the vegetables. Tomatoes either produce all-at-once (determinate), or successively over several months (indeterminate). Either way a couple of plants will produce plenty of tomatoes, and if you plant too many you will have to can or freeze them, or give them away to avoid wasting your time, and cost of watering them. A six-pack of seedlings is often the best value. Planting and growing is only half of gardening; you also have to store vegetables for use when the garden is not producing. The best value for large plantings is to buy a bag of pinto beans, black-eyed peas, etc. from the grocery store. They will germinate well, and can be used as green bean substitutes while young. Excess production can be dried for storage.
  4. Nothing is for free. Ask your neighbors if they need help tending/weeding their garden in exchange for flower deadheads or ripe and dried vegetable pods.
