Can you bring vegetable and fruit garden seeds into Jamaica?

My best friend lives in Jamaica and is wanting to grow her own food in a garden. Would I be able to bring seeds to her for her garden? I live in Canada but a lot of the on-line sites that provide seeds for her climate are from all over the world. Can you bring dormant seeds into Jamaica?

1. See site below. It states that oil producing seeds are restricted and you need a permit. Sounds like the other seeds would be ok.
