What is the best software for making a catalog of pictures to be distributed on CD?

Hopefully it will have a "shopping cart" and large sized thumbnails that take you to the full sized picture and alternative pictures of the item when clicked. DOes anyone know of any free cataloging software at all? Thanks :)

1. you could html code for that fairly easily for free. go to www.w3schools.com to get instructions if you don't know html.
