- Most probable cause is aphids or caterpillars, most likely it is aphids. If you have no fish, spray some aphid repelant on the top of the leaves, you can get it at lowes or home depot in the garden center, it will keep whatever bug id doing it away, even if it is not aphids. Re-apply every 2-3 weeks The other thing it could be is very, very tiny clear worms. They are really difficult to see. Best way to see them is to use a magnifying glass or go outside at night with a flashlight. You'll see them squiggling all over on the plants.
- Marsh-type plants....or the submerged plants? Any number of things could be eating them... For the Marsh plants,"scarecrows" work (like fake Owls, snakes, flashing foil hung from tree limbs,Scare-Eyes,etc.) because what is probably feeding is terrestrial and has to travel to the pond...so it can be frightened. Also a barrier if it is suspected that rodents or terrestrial turtles are the culprits.Even squirrels love some marsh plants. Submerged plants?...it's either your fish...or a wayward turtle. If it's in the pond,it'll have to be trapped/fished out.A barrel,or tub,sat in the pond with a pivoting board over its edge and baited on the end over the container is a simple and humane trap...he goes up,he falls in. If there is no evidence of a turtle in the pond, then consider a "barrier" of some kind to stop an intruder. If you are rural it could even be a Muskrat...feeding nocturnally. You may have to do some "moon light" investigation.
- let's start from where do you live? How big/deep is pond? What fish if any do you have in pond? You haven't provided any info, what do you expect to hear as an answer
