Eye makeup... what's best? (out of list, feel free to also suggest)?

I use Revlon Colorstay Eyeliner in black, along with waterproof mascara... but I find the eyeliner tends to smudge and fade during the day, and look quite bad. I would also like to get a little color and/or light shimmer for my eyes -- something to just bring them out. I'm looking for something like a eyeshadow stick (or similar) that would maybe help keep my eyeliner in place (like if I use it on the top and bottom lids just outside the eyeliner) and that can be bought at a drugstore. I have fair to light skin, and blue/green/gray eyes.
