where can I find free or cheap flower seeds?

I live in Florida (west coast), zone 9 and have beds in both semi-shade, full shade and some full sun. Because this is a new garden, I don't have seeds to trade yet, but will have some (hopefully) in the fall. I can't afford the number of blooming plants I need, so would prefer to start my own with affordable seeds.

1. You can call and ask around to see if there are some gardening groups or associations they might have some to share or know where to get them. Also call the local college agriculture/horticulture extension office they might know of some places. If that doesn't work I got my seeds at Wal-mart for pretty cheep.
