I have a garden that i wont to out plants but what??

I have a rockery that has very big rocks and not much soil, but lots of weeds grow there it also has lots of small pebles. What should i plant there that like sub-tropical climate. What should i do???

1. Some kind of succulent or cactus.
2. yuccas are great plants. also the cast iron plant. these two plants are sub tropical and very driungt tollerant as well as sutible to grow in bad soil conditions also agraves are cati that are kind of different. aloe is a bit more tropical, but very nice
