Bugs in the Garden - Holes?

I have a rose bush or vine (it's a young one at the moment and there isn't a tag on it). I've noticed that in the past couple of weeks the plant has started to show perfectly cut circles through the leaves, and every morning when I check on the plant, there are a few more of these holes. It is Summer and I live in Perth WA as a reference to the temperature and area. Does anybody know what is causing this, if it is harmful and is there a solution (apart from cutting it back)?

  1. probably a leaf cutter bee.... no need to do anything, the plant won't die and the bee is an important wild pollinator
